Anybody know how to setup or sell a VPN over ICMP?

I have terminated Verizon FIOS service at my home. But later I found out that they did not physically disconnect me. They only block TCP/UDP in their Firewall. But they allow ICMP. So I can ping but not able to open any website. So, VPN over ICMP is what I am playing here.
