Decent Chinese VPN/VPS provider?

I am thinking of either purchasing a VPN account or buy a VPS service to set up a VPN for my personal use, the only criteria is it is located in mainland China with a decent connection to the East Coast US. Price is not going to be very cheap due to the bandwidth cost but as long as the service is more or less stable it is good for me.

So my questions are: 1. Am I better off buying a VPN account or buy a VPS? 2. Is there any decent provider that you guys have tried and used before?

Forgot to mention, I can only pay by Paypal.
