Dedicated Server - High RAM, Low Bandwidth

I am looking for an inexpensive dedicated server that meets the following requirements:

• 24GB or more RAM




• 2TB or more storage




• CPU that supports VT-X or AMD-V




• Ability to use own Windows Server License




• 2 or more Public IPv4 addresses

This is for my personal use as a test environment, so the amount of bandwidth used will be minimal. I also don't need much in the way of support as this will be purely a test box. I'm also not bothered about the physical location of the server.
